Exiled

He was a myth in a small town .. the kind people 'talked' about over the fence in the afternoon.  He was never seen - no one knew what he looked like.  They knew what his 'supposed' name was, but was that the truth?  Once a year, helicopters would land 'over the wall' and take off again; only to return a month later to take away these secret passengers.  Who is he?  Why does he hide behind the wall with a guard watching the waterways?
